"Uganda's Black Gold" is one of the National Reconciliation and Transitional Justice Audit short film which represents resource based conflicts in Uganda. This film clearly brings out views of the community in Hoima District of western Uganda where oil has recently been discovered. To date there exist no law on oil in Uganda. What we have currently are bills before Parliament which leaves a lot to be desired, as many community members question: "Does the oil belong to the government or the people?"
The ambiguity in the law as brought together a number of civil society organizations to hold government accountable on behalf of the citizens on matters of oil governance. This film is meant to deepen and widen debate on matters of oil governance in Uganda.
